Commissioner: occupiers mobilize children with disabilities and employees of strategic enterprises in ORDLO

Russia strengthens mobilizing ORDLO.  From now men with disabilities from childhood and employees of electric networks and strategic enterprises are subject to conscription.

The fourth largest mobilization began at the Alchevsk Metallurgical Plant.  If the company used to receive orders for five hundred people, recently a new one for 1,700 people has arrived.

In order to increase the "effectiveness" of mobilization measures, officers of the district military enlistment offices of the “Luhansk People's Republic” and the military police of the Russian Federation conduct apartment searches in search of conscripts.  And employees of the traffic police "LPR" are issued summonses at stationary traffic police posts.

Forced mobilization in the occupied territories is a violation of Article 51 of the Geneva Convention relative to the Protection of Civilian Persons in Time of War.  It strictly prohibits the occupying State from forcing persons under protection, ie those under the control of a party to the conflict or an occupying State of which they are not nationals, to serve in its armed or auxiliary forces.

I appeal to the UN Commission for Investigation Human Rights Violations during Russia's Military Invasion of Ukraine and the expert mission set up by the OSCE participating States under the Moscow Mechanism to take into account these facts of war crimes and human rights violations in Ukraine.
