The occupying power of the Russian Federation increases the rate of involvement of Crimean people in military service in the armed forces of the aggressor

Currently, instead of issuing conscripts, military patrols are forcibly delivered to designated collection points.

Men of military age have been banned from leaving the territory of the peninsula.  All road transport is carefully inspected.

Conscription of Russian citizens living in the temporarily occupied Crimea violates Article 51 IV of the Geneva Convention relative to the Protection of Civilian Persons in Time of War, which prohibits the occupying Power from forcing persons under protection, ie those under the control of a party to the conflict or occupation  States of which they are not nationals shall serve in its armed forces or subsidiary forces.

I appeal to the UN Commission for Investigation Human Rights Violations during the Russian Military Invasion of Ukraine and the expert mission set up by the OSCE participating States in accordance with the Moscow Mechanism to take into account these facts of Russian human rights violations in Ukraine.
