A decree on the seizure of state and municipal property of Ukraine was issued in the illegal pseudo-state formation of the DNR

The occupying power decided that in the settlements that will be captured by the enemy, all Ukrainian state and communal property will be confiscated.  Property that, in accordance with the Constitution of Ukraine, belongs to the people of Ukraine.

According to Article 8 (2) (a) (iv) of the Rome Statute and Articles 53 and 147 of the IV Geneva Convention, the destruction and appropriation of another's property by the occupying power is prohibited, such acts are classified as war crimes.

I appeal to the UN Commission for Investigation Human Rights Violations during Russia's Military Invasion of Ukraine and the expert mission set up by OSCE participating States under the Moscow Mechanism to take into account these facts of war crimes and human rights violations in Ukraine.
