russian invaders put into circulation the ruble in the temporarily occupied part of the Kherson region

The bi-currency zone - that is, when both the Ukrainian hryvnia and the russian ruble were in circulation - was introduced by the rashists the day before.  Businesses and businessmen can set prices in both hryvnias and rubles at the rate of 2 russian rubles per 1 hryvnia.  In the near future, the occupiers plan to open branches of russian banks.

By introducing the ruble, the occupiers seek to destabilize the population and prepare the conditions for Ukraine's accession to russia.

The introduction of the russian ruble in the Kherson region is an act of annexation and another gross violation of Article 2 of the UN Charter and the Declaration of Principles of International Law on Friendly Relations and Cooperation between States under the 1970 UN Charter.

I appeal to the UN Commission for Investigation Human Rights Violations during the russian Military Invasion of Ukraine to take into account these facts of human rights violations in Ukraine.
