Commissioner: forced evacuation of Ukrainian citizens from their homes is a violation of international law

The Commissioner for Human Rights of the Verkhovna Rada of Ukraine from partner human rights organizations working in ORDLO learned about the real panic among the civilian population over the statements of the leaders of the so-called "LNR" and "DNR" about the evacuation.

Due to the established specialized hotline, men of conscription age and persons who have not issued a passport of the Russian Federation are prohibited from leaving the temporarily occupied territories.

According to the previously formed lists, the evacuation of the local population by rail is planned. Elderly people and children are actually forcibly removed from social institutions (orphanages).

At the same time, TOT residents interviewed by human rights activists report that there are no preconditions for evacuation, the situation in most ORDLO cities is calm and most citizens do not want to leave their homes.

The Commissioner noted that the forced eviction of Ukrainian citizens is being used by the occupying country to escalate and escalate the armed conflict.

"Dear Ukrainian citizens, especially those living in the temporarily occupied territories of Ukraine. I urge you not to succumb to the provocations of the occupiers and to remain calm, "Lyudmyla Denisova stressed.

She added that by evicting Ukrainian citizens from their homes, the occupying country violates international law, according to which the right to housing is one of the most important socio-economic rights of citizens. In particular, Article 10 of the International Covenant on Economic, Social and Cultural Rights and Article 12 of the International Covenant on Civil and Political Rights stipulate that the right to housing must be exercised subject to free choice of residence.

The Commissioner appealed to the international community to respond to the facts of illegal evacuation of Ukrainian citizens from their homes in the temporarily occupied territories, which may indicate preparations for a full-scale invasion of Ukraine.
