Commissioner: the occupiers plan to conduct a "census" of the population in the Kherson region - this contradicts the Geneva Conventions

The russian occupiers plan to conduct a "census" of the population in the Kherson region, as was the case in the temporarily occupied Crimea in 2014.

Residents of Henichesk district began to receive notifications urging to apply to the village council with documents.  They must have a passport, identification code, birth certificate, pension certificate, disability certificate.

The ads state that this will only apply to those with a local residence permit.

The occupiers plan to begin the "census" on Monday, May 16, and complete it by the end of the month.

Given that the idea of   a "referendum" in the Kherson region has failed, the russian occupiers are considering various options for the "status" of the temporarily occupied territories, including the creation of the so-called Crimean Federal District.

According to the 1907 Hague Convention, the Fourth Geneva Convention of 1949, and Additional Protocol 1 to the 1977 Geneva Convention, the occupying Power does not acquire sovereignty over the occupied territory and must comply with the laws in force in that territory.

I appeal to the UN Commission for Investigation Human Rights Violations during the Russian Military Invasion of Ukraine to take into account these facts of human rights violations in Ukraine.

I emphasize that any scenarios and manipulations of the russian occupiers and collaborators with the "status" of the Kherson region are legally and politically insignificant.
