Svitlana Dovgal, a Ukrainian diabetic patient, has been illegally detained in a pre-trial detention center in temporarily occupied Donetsk for almost 3 years. This was announced by the Commissioner for Human Rights of the Verkhovna Rada of Ukraine Lyudmyla Denisova.

The woman disappeared on July 22, 2019 in Donetsk. After the beginning of the Russian occupation, she went to Kyiv in search of work, but later returned home - working as an administrator in one of the hotels.

Almost all the time, representatives of the occupation administration detained Svitlana Dovgal in the infamous Isolation Prison. According to former Ukrainian hostages, they saw her there in bruises after interrogation. Beating out "confessions", the woman was mocked: beaten, tortured with electric shocks, kept in the basement.

Svetlana is accused of "espionage in favor of Ukraine" in a fabricated case.

According to the information received by the Commissioner from relatives, after suffering torture, the woman's chronic diseases caused by diabetes worsened. Due to thyroid disease, Svetlana needs constant medication.

Svetlana Dovgal is not receiving any medical care. In addition, the medicine that the mother is trying to pass on to her does not reach the captive.

"Such actions against Svitlana Dovgal, a citizen of Ukraine, violate not only Ukrainian law but also international law, including the 1949 Geneva Conventions on the Rules of War, the Additional Protocols to the 1977 Geneva Conventions and the European Convention for the Protection of Human Rights and Fundamental Freedoms. people of 1950 ", - Lyudmila Denisova emphasized.

The Commissioner appealed to the ICRC leadership in Ukraine to urgently visit Svitlana Dovgal, facilitate her immediate hospitalization and provide qualified medical care.

The Ombudsman also asked the OSCE Coordinator in the Charlotte Contact Group's humanitarian subgroup, Charlotte Relander, to intervene personally to provide appropriate assistance.
