Commissioner: Luhansk region becomes the second Mariupol

Luhansk region was left without communications. There is no electricity, water, gas or mobile communication in the settlements.

At the same time, the rashists continue to strike on the important Lysychansk-Bakhmut route, the only road that can be used to evacuate people and deliver humanitarian goods.  More than 40,000 residents are still not evacuated.  The situation is getting more and more complicated - and Luhansk region is gradually becoming the second Mariupol.

By such methods of military action, Russia is grossly violating all norms of international law.  Pursuant to Article 54 of the Additional Protocol to the Geneva Conventions for the Protection of Victims of International Armed Conflicts (Protocol I) of 8 June 1977, it is prohibited to attack or destroy, remove or render inoperable facilities necessary for the survival of civilians.

I appeal to the UN Commission for Investigation Human Rights Violations during Russia's military invasion of Ukraine to take into account these facts of Russia's war crimes and crimes against humanity in Ukraine.
