The following step for cooperation of Ombudsmen of Ukraine and the Russian Federation is made

As it was informed, the two-stage joint visit of the Ukrainian Parliament Commissioner for Human Rights Ms.Valeriya Lutkovska and the Commissioner for Human Rights in the Russian Federation Ms.Tatyana Moskalkova was held on December 26, 2016: firstly to the Simferopol pre-trial detention center, then – to the Mykolayiv pre-trial detention center.

The agreement concerning assistance in the organization of regular visits of ombudsmen for the purpose of monitoring of observance of the rights of citizens of countries who are in places of detention in the territory of other state became the main result of the second meeting of ombudsmen of two countries.

In particular, the Commissioner for Human Rights in the Russian Federation Ms.Tatyana Moskalkova expressed desire to meet with the citizens of the Russian Federation who are in places of detention in Odessa. In turn, Ms.Valeriya Lutkovska expressed desire to meet with citizens of Ukraine who are in places of detention in Moscow. It was talked, in particular, and about Mr. Yevgen Panov, Mr.Roman Sushchenko and others.

Considering features of the Russian legislation, it is not easy to pay such visits to persons who are under investigation, the possibility of the organization of such visits is beyond direct competence of the Russian Ombudsman and requires receipt of permission of degree of jurisdiction. However Ms.Tatyana Moskalkova promised to use the best efforts for implementation of requests of the Ukrainian Ombudsman.

Besides, during the meeting Ms.Valeriya Lutkovska applied to the Russian colleague for the benefit of Mr.Stanislav Klikh. It is known that the judgment is delivered to him, and now he expects convoy in institution of execution of punishments. Ms.Valeriya Lutkovska asked to consider the possibility of transfer of Mr.Stanislav Klikh in the institution located as it is possible closer to border with Ukraine that relatives could visit him.

Also the Commissioner for Human Rights in the Russian Federation Ms.Tatyana Moskalkova informed of essential shifts in an issue of transfer of the Ukrainian citizens serving sentence in the territory of the Autonomous Republic of Crimea to other institutions for further serving sentence in the territory of continental Ukraine. Therefore in the nearest future we hope for fulfillment of achieved agreements during the first meeting of ombudsmen in Minsk.
