The statement of the Commissioner for Human Rights in the Russian Federation Ms.Ella Pamfilova concerning Ukrainian nationality of convicts in Russia Mr. Oleg Sentsov and Mr. Oleksandr Kolchenko which is contained in the annual report of the Russian Ombudsman to the President of Russian Federation is the first unambiguously and publicly formulated position of official structure concerning this issue.

The lawyer of the Ukrainian political prisoner Mr. Oleksandr Kolchenko Ms. Svitlana Sidorkina noted that by this moment the Ukrainian nationality of Mr. Kolchenko and Mr. Sentsov was officially recognized by neither investigation, nor civil courts, nor prosecutor's office. However, while adjudging in Rostov the North Caucasian court didn't protest their Ukrainian nationality.

It is known that the Ukrainian Parliament Commissioner for Human Rights Ms.Valeriya Lutkovska repeatedly applied to the Russian colleague to take under personal control actions of the Russian state authorities regarding automatic naturalization of the Russian Federation of citizens of Ukraine living in the territory of the Crimea and to undertake all available measures for prevention of similar violations in future, and also to restore violated rights of citizens of Ukraine. In this regard, the Ukrainian Ombudsman focused attention of Ms. Ella Pamfilova that the citizen of Ukraine Mr. Oleg Sentsov who was detained on May 11, 2014 in Crimea against his will was automatically naturalized in citizenship of the Russian Federation that caused refusal to him in access and communication with employees of the Embassy of Ukraine to the Russian Federation.
