Ms. Valeriya Lutkovska: "Existence of any aggression in society certainly will erupt into human rights violation"

The Ukrainian Parliament Commissioner for Human Rights expressed such belief during opening of a round table "Unlearned lessons of history" which was held today, on November 25, 2015, in the Secretariat of the Commissioner with support of British charity organization “World Jewish Relief”.

"Armed conflict in the east of Ukraine, mass migratory processes within the country and internal social tension caused the sharp growth of aggression in society. And therefore we have to perceive that in similar situations the preventive role of national institutions for human rights on prevention of manifestations of intolerance and hatred increases in overcoming of high level of aggression in society. We have to be ready to overcome together a consequence of a public shock which can negatively influence consciousness and mentality of people", – Ms. Valeriya Lutkovska emphasized.

Analyzing a dangerous tightening of society in a hatred abyss by politicians and mass media, the famous human rights activist, the president of Association of psychiatrists of Ukraine Mr. Semen Gluzman noted importance of studying of experience of other countries which endured the situations similar to that in which there is now our state. In his opinion, such country is Rwanda where more than 20 years ago as a result of genocide according to different data from 800 000 to 1 million people were lost.

The representative of this Central Africa country human rights activist Mr. Isaac Mugabe analyzed in his speech a role of the promotion of genocide supported by the state against the Tutsi's nationality in Rwanda and shared experience of public reconciliation in the country.

Mr. Isaac Mugabe especially noted the defining role of radio "Thousand Hills" which broadcasting substantially provoked incitement of ethnic hatred in Rwanda.

"On radio rhetoric of hatred was widely used. Along with music, jokes, entertaining content appeals to violence were sounded. Following results of one of the conducted researches, radio "Thousand Hills" became the reason of 10% of violence in the country", – Mr. Isaac Mugabe noted.

Continuing a topic of influence of propaganda, the columnist of the "Snob" edition Mr. Konstantin Zarubin marked a parallel between promotion in Rwanda and a role of the Russian mass media in creation of dependence on confrontation. The journalist outlined the main methods and tools which are used by the Russian mass media for an aggravation of the interethnic conflict between Ukrainian and Russian people.

The final part of a round table was dedicated to discussion and search of ways of reconciliation in the context of the Ukrainian issue.
