The European experts noted importance of the Special Report of Ombudsman on events of November, 2013 – February, 2014

The meeting of the Head of the Secretariat of the Ukrainian Parliament Commissioner for Human Rights Mr. Bogdan Kryklyvenko with the analysts delegated by the prosecutor of the International criminal court (the Hague) was held.

The mentioned experts carry out the analysis of documents and certificates on human rights violations during Revolution of Dignity regarding possibility of application of the Rome Statute to events which occurred in Ukraine in November, 2013 – February, 2014.

In this regard, experts of the International criminal court noted special importance of the special report of the Commissioner on violation of the rights and freedoms of person during events of November, 2013 – February, 2014 in it the material acquired by the Commissioner within the proceedings initiated on November 30, 2013 is in details analyzed and collected in a chronological order and also recommendations are made concerning elaboration of such norms and rules which would do impossible repetition of similar violations in the future.

Submitting the mentioned report at the end of February, 2014, the Commissioner for Human Rights Ms. Valeriya Lutkovska noted: "The national institution for human rights has no right to establish guilty, but to find the facts of offenses and we can transfer them for the corresponding investigation to national judicial institutions".

We will remind, the mentioned report actually was the first official document which was sent to the Office of the prosecutor of the International criminal court for consideration of an issue of initiating proceedings for the purpose of investigation of the crimes against humanity committed during Revolution of Dignity. Further all materials collected by the Commissioner for Human Rights during this period were used for preparation together with non-governmental human rights organizations of the official application to the International criminal court.
