Officials of the Department for implementation of the national preventive mechanism got information on the fact that residents of the Viktorivka psychoneurological residential care facility (Cherkasy region) are kept in a cage outside. During a monitoring visit, carried out jointly with a public monitor, this information was partly confirmed.
