The working visit of Mrs. Valeriya Lutkovska to the UN Headquarters in New York was held
On November, 21, 2012 the working visit of the Ukrainian Parliament Commissioner for Human Rights Mrs. Valeriya Lutkovska to UN Headquarters in New York was held. During the visit, briefing was held for the representatives of diplomatic corps, number of meetings with the leaders of special institutions of Organization and interview on UN radio was held.
During the briefing Mrs. Valeriya Lutkovska informed participants about activity of the Office of the Ukrainian Parliament Commissioner for Human Rights, in particular, concerning structural changes undertaken to ensure transparency and efficiency of activity of the Office, and also about involvement of the civil society institutions to the activity of the Secretariat of the Commissioner.
Within the framework of the visit Mrs. Valeriya Lutkovska met with the Deputy to the executive director of UNO Structure for gender equality and expansion of rights and possibilities of women Mrs. Lakshmi Puri. During the meeting the necessity of strengthening of measures for ensuring of gender equality, increase of level of representation of women in politics, elimination of violence towards women, including home violence, overcoming of women unemployment and other issues were discussed.
Mrs. Valeriya Lutkovska supported proposal of Mrs. Lakshmi Puri concerning technical assistance to Ukraine in the form of consultations, involving of experts, exchange of best practices with the purpose of improvement of national legislation and bringing it in accordance with the European and international standards.
The Ombudsman of Ukraine informed concerning measures undertaken in Ukraine with the purpose of ensuring of equality between women and men, increase of status of woman, realization of domestic procedures with the purpose of ratification of Convention on prevention and fight against violence towards women and domestic violence. Also Mrs. Valeriya Lutkovska invited the representatives of «UNO-Woman» to take part in the round table «Elaboration of the system of counteraction of home violence», dedicated to fight against home violence, which will take place in Kyiv on November, 29, 2012 within the framework of action «16 days against violence».
During the meeting with Director of Regional Bureau of UN Development Program for Europe and the CIS Mrs. Cihan Sultanoglu the parties discussed the state and prospects of cooperation of the Ukrainian Parliament Commissioner for Human Rights with the UN Resident Co-ordinator in Ukraine. Mrs. Valeriya Lutkovska expressed gratitude to the UN Development Program for fruitful cooperation with the Office of the Commissioner and support of initiatives and projects which are carried out by the Secretariat of the Commissioner. In particular, technical and organizational assistance in realization of the national preventive mechanism, elaboration of the strategy of activity of the Office and evaluation of its potential.
In addition, parties discussed deepening of cooperation in such spheres, as improvement of national legislation in the field of fight against all forms of discrimination, ensuring gender equality and rights of women.
Mrs. Valeriya Lutkovska also proposed to develop cooperation in direction of elaboration of the National strategic plan in the field of protection of human rights.
Thus, Mrs. Cihan Sultanoglu emphasized that, because of considerable experience of Ukraine in introduction of international standards of human rights, effective cooperation with European institutions in this sphere and historical links with the CIS countries, the Office of Ombudsman of Ukraine can become the regional center which owns necessary institutional possibilities and infrastructure for consultative assistance for the same institutions in development and strengthening of mechanisms of protection of human rights in this region.
In addition, within the framework of working visit to New York the Ukrainian Parliament Commissioner for Human Rights Mrs. Valeriya Lutkovska met with the Director of the Center for Seafarers’ Rights Mr. Douglas Stevenson.During the meeting parties discussed the issue of observance of rights and freedoms of citizens of Ukraine – seafarers of commercial fleet. Parties came to agreement concerning establishing of direct cooperation between the Office of Ombudsman and the Center for Seafarers’ Rights and grant of necessary assistance to seafarers which became victims of pirate attacks, and also members of their families. Parties also discussed the prospects of possible joining of Ukraine to the Convention on labor in marine navigation, which will come into effect in August, 2013.
