Statement of the Ukrainian Parliament Commissioner for Human Rights Ms. Liudmyla Denisova

Mr. Oleh Sentsov has been on hunger strike for 44 days now. The information on his state of health is very controversial. 

On 15th June, when I was waiting under the door of the colony in Labytnangi, Ms. Tatiana Moskalkova told me that Oleh had ended his hunger strike. An hour later she said: ʻHe was ready to end hunger strike but he did not stop it. Every day, with his consent, he is fed with formula feeding that includes vitamins, proteins and all the necessary nutrients. The state of his health is good.ʼ 

The same day, I spoke with the Commissioner for Human Rights in the Yamalo-Nenets Autonomous District Mr. Anatoliy Sak. He informed me that his last visit to Oleh had taken place on 5th June. He had not ended his hunger strike and had been in the medical and sanitary facility under constant supervision of the medical staff, intravenous glucose and riboxinum infusions had been used in his therapy. 

Given the contradictory information provided, I immediately requested the Commissioner for Human Rights in the Russian Federation to provide me with official information on the state of health of Oleh signed by the medical staff. 

On 21st June Ms. Tatiana Moskalkova sent me a letter of the Commissioner for Human Rights in the Yamalo-Nenets Autonomous District where it was mentioned that as of 20th June, 2018 Mr. Oleh Sentsov had been receiving daily maintenance therapy and his state of health had been good. 

That same day, Ms. Tatiana Moskalkova stated in the mass media that ʻOleg looks good, has put on weight (several kilos). He, with his consent, receives maintenance therapy, and this is a kind of hunger therapy.ʼ 

On 22nd June, I received a letter from Mr. Mikhail Fedotov, the Chairman of the Council for Promotion of Civil Society and Human Rights under the President of the Russian Federation who wrote that ʻOleh is being examined by medical staff on a daily basis: general examination and medical tests are being conducted. Since 25th May, 2018 he is receiving a maintenance therapy (glucose solution, vitamins B and C, water-saline solutions, Aminovin, Intralipid).    

On 8 May, the joint medical consultation was held with the participation of the specialist doctors from the Labytnangi hospital (an anesthetist, a therapist, an endocrinologist, a surgeon). As a result of this consultation, the state of health of Oleh Sentsov was considered as good, the treatment was adjusted, special nutrition formula feeding was recommended to add to the ration. The very same day Oleh gave a written consent to receive special formula feeding and, starting from 8 June, he has been receiving a mixture for enteral feeding “Nitridrink” (to be taken every 4 hours). Ms. Nadiia Savchenko received the same type of feeding when she was on her prolonged hunger strikeʼ. 

On 23rd June, Sentsov’s lawyer Mr. Dmitriy Dinze, informed that Oleh had wrote, quote: ʻsome statement, which says that in case of a new crisis, and if doctors prescribe, he will be taking this formula feeding on his own, to avoid the usage of the enteric feeding tube and not to cause mucosal irritationʼ. Following the lawyer’s words, the prison is provided with the formula feeding, but Mr. O. Sentsov does not take it. I was denied in video-call with Mr. Oleh Sentsov. Photos were neither provided. 

All this controversial information causes distrust. It’s clear only that the information about the true state of health of Oleh is being hidden. I demand an immediate access to the person who has been on hunger strike for 44 days and who is now on the verge of the death! 

I urge international organizations to facilitate my access to Mr. Oleh Sentsov or to conduct joint visits! 

I support the official petition of the Council of Europe Secretary General Mr. Thurbjørn Jagland to the President of the Russian Federation Mr. Vladimir Putin to pardon Mr. Oleh Sentsov. 

I demand the immediate release of Mr. Oleh Sentsov!
