Other fourteen prisoners were transferred to the territory under the control of the Government of Ukraine

Today, on April 11, 2017, 14prisoners were transferred from the territory non-controlled by the Government of Ukraine. They had been serving sentences in places of the deprivation of liberty in so called “DNR” and expressed their wish to be relocated to the territory under the control of the Government of Ukraine to further serve the sentences.

In total, over the last two years 8 similar transfers of Ukrainian prisoners have been conducted on initiative of the Ombudsperson. They managed to transfer 147 persons to the territory controlled by the Ukrainian authorities.

Thus, in June 2015 the transfer of the first 9 Ukrainian prisoners was conducted. During the second transfer on August 5, 2015, it became possible to move 20prisoners from the Donetsk pre-trial detention center. In the same year on December 8 the Ombudsman Valeriia Lutkovska conducted the third successful transfer of 20 convicted persons who served their sentences in Yenakiievo correctional facility № 52. Later, on February 5, 2016, 18 convicted persons who were detained in different penitentiary institutions of Donetsk oblast (so called “DNR”) returned to the territory under control of the Government of Ukraine. On April 20 other twenty and on July 21, 2016 twenty one prisoners were transferred to the territory controlled by Ukrainian authorities. The seventh transfer of 23 convicted persons was carried out on October 19, 2016.

It is worth to remind, that on March 17, 2017 thanks to common efforts of the Ombudsperson of Ukraine Valeriia Lutkovska and the Ombudsperson of the Russian Federation Tatiana Moskalkova there was conducted a transfer of 12 persons from the penitentiary institutions of the temporary occupied Crimea to the mainland of Ukraine.
