Ms. Valeriya Lutkovska: "The unity of approaches of state authorities and public organizations in fighting against racial discrimination is important"

The Ukrainian Parliament Commissioner  for Human Rights noted that during the presentation of alternative reports on fulfillment by Ukraine of the International Convention on the Elimination of All Forms of Racial Discrimination which was held at the Ombudsman's Office with assistance of the UN Development Program in Ukraine.

Ms. Valeriya Lutkovska noted also relevance of event taking into account presentation by the Government of Ukraine in August this year of the report on state of fulfillment in Ukraine of the International Convention on the Elimination of All Forms of Racial Discrimination. At the same time, the Commissioner for Human Rights noted importance of achievement of understanding in an issue of unity of approaches for prevention and fight against racial discrimination on behalf of state authorities and public organizations.

In total two alternative reports were presented. Representing the first of them prepared by the Coalition of human rights organizations the project coordinator Without Borders/PO Center "Social Action"  Ms. Iryna Fedorovych generally characterized basic provisions of the report, containing problematic issues of fulfillment of provisions of the Convention both at the legislative level, and in an issue of practical implementation.

Besides, during event Mr. Yevgen Zakharov presented the alternative report prepared by the Kharkiv human rights group and the Anti-discrimination center "Memorial". In particular, he noted necessity of illumination of the phenomenon of racial discrimination in the context of the military conflict.

During discussion of submitted alternative reports the Representative of the Commissioner for observance of the rights of the child, non-discrimination and gender equality Ms. Aksana Filipishyna drew attention to those challenges which are raised today in an issue of observance of the rights of ethnic minorities and religious organizations.

At the same time, Ms. Aksana Filipishyna emphasized importance of information provided in alternative reports and expressed support of a position of authors. Besides, she noted that in the Annual report of the Commissioner the problematic of racial discrimination was repeatedly depicted.

She informed participants of a meeting concerning measures which are carried out by the Commissioner in an issue of prevention and counteraction of racial discrimination in Ukraine.

The program manager of UNDP in Ukraine Ms. Yulia Shcherbinina, in turn, focused attention on importance of establishing communication between civil society and the state in an issue of overcoming of the phenomenon of racial discrimination in Ukraine.

Representatives of the Ministry of Foreign Affairs, Ministry of Culture and Ministry of Social Policy of Ukraine also joined discussion of alternative reports.
