Expert meeting "Preventing and addressing sexual and gender-based violence in closed facilities"

Within October 17-18, 2016 inWarsaw (Poland) experts from member countries of OSCE will discuss and look for solutions of a problem of sexual and gender-based violence in places of detention and ways of their prevention. The representative of Department for realization of the national preventive mechanism of the Secretariat of the Ukrainian Parliament Commissioner for Human Rights will take part in this event.

The purpose of the event – to collect advanced practices of the prevention and liquidation of sexual and gender-based violence in places of detention in the OSCE region, experience exchange, and also generalization of positive practice of the solution of mentioned problems.

Host of the event state that, as a rule, not enough attention is paid by the governments of the countries to those factors which increase vulnerability of women and men to violence and ill treatment in closed facilities. The situation is complicated also by the fact that in places of detention detained persons have no sufficient mechanisms for protection of their rights. Besides, the nature of "closed facilities" and isolation from the outside world quite often creates an additional barrier for accounting and documentation of abuses, tortures and ill treatment.

Among main issues which will be discussed during the expert meeting there will be problems of consideration and prevention of sexual and gender-based violence in closed facilities, discussion of solutions of problems connected with consideration and prevention of such cases and also positive practices of its prevention and liquidation.

Following results of holding a discussion and examining positive practices, the gained knowledge will form the basis of the education guidance (module) of the OSCE/ODIHR which will be published at the beginning of 2017 for the staff of closed facilities.
