2015 was passed in waiting for cardinal reforms in medical branch which isn't capable to provide modern medical care

It is stated in the annual report of human rights organizations "Human Rights in the field of Health Care — 2015-2016" which presentation was held on October 17, 2016 at the Ombudsman's Office during the round table "Ensuring the rights of patients – ensuring the right for life".

The report is prepared by experts of public organization "Institute of Legal Researches and Strategy" with assistance of the Ukrainian Parliament Commissioner for Human Rights and the International Renaissance Foundation.

The purpose of the annual report – to cover the most significant events which occurred during 2015 - the beginning of 2016 in Ukraine in the sphere of public health from the point of view of respect for human rights in this sphere.

"2015 was eventful which formed prerequisites for structural transformation of medical branch, it is possible to call it "year of development of a platform of changes", a peculiar preparatory stage of future radical reforms. Though cardinal transformation which is expected by society hasn't happened yet, any reforms are impossible without preliminary work, "without clearing of a building site", – it is said in the annual report "Human rights in the field of health care – 2015-2016".

Participants of the round table discussed issues of access for patients to drugs, the rights of patients with orphan diseases and the rights of detained persons for health care, replacement therapy as an indicator of respect for human rights in Ukraine of protection of the rights of the people needing palliative care, etc.
