The Orphanage of the Service for Children's Affairs of the Lviv regional State administration is critically understaffed

On May 11, 2018 the employees of Lviv Regional Representative Offices of the Ukrainian Parliament Commissioner for human rights in cooperation with civil society carried out a monitoring visit to a the Orphanage of the Service for Children's Affairs of the Lviv regional State administration.

At the time of visit 13 children aged 3-17 years resided at the Orphanage. The living conditions were satisfactory for normal life, education and leisure. All of the children gave positive feedback about the staff of the Orphanage.

However the main and significant disadvantage of the Orphanage was a shortage of staff. At the present moment only half of the required number of staff is employed there. It is obvious that this small number is insufficient to provide care for children at the proper level. 

In order to solve this problem, the letters to the employment centers, educational institutions, enterprises with a request to recommend qualified professionals for employment was sent. However, because of low salary offers, the positions stay vacant.
